【环球时报综合报道】据美联社4日报道，美防长卡特计划与马防长希沙姆丁在5日登上美国海军航母“罗斯福”号，届时该航母将通过马来西亚附近的南海海域。路透社称，不清楚“罗斯福”号将驶向哪里，但该舰近来在南海执行巡逻任务。 4日在记者会上被问及美军航母为何在南海海域航行时，卡特称：“这不是新鲜事，数十年来都是这样，反而是南海上的大规模开发、建设以及军事化活动，才是新鲜事。”
卡特4日还重申美国将继续维护“航行自由”，并要求各方立即停止在南海的开发及军事化活动。
“在这场围绕国际法展开的争吵背后，是美中在西太平洋上演的一场全面较量”，《金融时报》4日称，中国雄心勃勃的南海填海建岛计划，是它缓慢改变西太平洋力量对比战略的一部分，此前美国海军主宰西太平洋已有70年。
《星条旗报》分析称，虽然分析人士对中美能否找到一种妥协方式或走向军事冲突存在分歧，但“拉森”号的巡航已经引起地区局势紧张。而美国政府也很清楚：在经济上和战略上，中国对东盟国家极为重要。
赵干城说，在南海问题上制造争执并大力炒作，是美国和菲律宾的一贯方针。现在美菲还炒作因为中国不同意导致联合宣言不能发表，将责任归咎于中国，美国在这个问题上极力营造气氛，就是要给外界在南海问题上“中国说了不算”的印象。赵干城对《环球时报》说，中国始终努力维护东盟团结，但如果我们的根本立场面临巨大压力和挑战，那也只有奉陪到底。
